Kate Horton is a Principal Planner with the Memphis Urban Area Metropolitan Planning Association (MPO). Kate’s specialty areas include the development and maintenance of the MPO’s Transportation Improvement Program, pedestrian and bicycle planning, etc. Kate received her Bachelor of Science in Ornamental Horticulture and Landscape Design from the University of Tennessee, Knoxville, and a Bachelor of Landscape Architecture from Mississippi State University.

Jennifer coordinates with the 11 Metropolitan Planning Organizations of Tennessee monitoring planning activities with the Tennessee Department of Transportation’s Long Range Planning Division. Prior to TDOT, Jennifer interned with the Memphis Urban Area MPO. Jennifer received her B.S. in Environmental Science from Rhodes College and holds both an M.S. in Geography and a Master’s in City and Regional Planning both from the University of Memphis.

Stacy possesses over 20 years of planning experience, having served prior as the Municipal Land-Use Manager for the City of Chattanooga and as Regional Director of Planning for the State of Tennessee. Stacy is currently the Planning Manager for the Tennessee Department of Transportation’s Office of Community Transportation. Stacy is a graduate of the University of Tennessee with a Bachelor's in Public Administration and a minor in Economics.
