Katanya Raby is an Associate Outreach Planner for the Chicago Metropolitan Agency for Planning. She is Co-founder and Former President of Society of Black Urban Planners. Her credits include the founding of a non-profit organization in Chicago formed to address the ever-increasing need for the visual and creative arts within urban schools. Katanya has a Bachelor’s degree in Sociology and a Master’s in Urban Planning and Policy from the University of Illinois-Chicago, where she received the 2017 APA-IL Emerging Planner Service Award.

Stephane Phifer

Deputy Executive Director Planning

Stephane Phifer provides leadership and direction to the Local Planning, Plan Development, and Research and Analysis groups. Her responsibilities include long-range comprehensive regional planning and the Local Technical Assistance program. She works closely with the Executive Director, Chief of Staff, and Deputy Executive Directors on agency strategic initiatives, including resource allocation, CMAP’s ON TO 2050 plan, and development efforts related to transportation, land use, economic development, environment, housing, tax policy, and governance.

Lindsay Bayley

Senior Planner
Chicago Metropolitan Agency for Planning

As Senior Planner, Lindsay has managed a variety of local projects from downtown Aurora’s Master Plan to UIC’s Multimodal Transportation Plan, as well as parking management studies and local active transportation plans. She serves on various local transportation committees and presents at local and national conferences. Previously, Lindsay worked at FHWA to promote new technologies and GIS to state DOTs. She has an undergraduate degree in Urban and Regional Planning from UIUC and a Master of Science degree in GIS from the University of Redlands, and spent two years as Peace Corps volunteer in Guatemala.
