The task of measuring public involvement effectiveness is more difficult than ever. Public meeting attendance and comments are no longer the best ways of measurement, as agencies lean into a myriad of public engagement technologies and tactics from social media and webinars to surveys and project websites, generating huge amounts of data. It can all seem like apples and oranges.
This interactive webinar forum will be a pivotal step in helping transportation professionals develop a shared understanding of how agencies can ensure that their public engagement programs are an effective and efficient use of public resources. Public involvement leaders from Texas Department of Transportation, North Carolina Department of Transportation and Georgia Department of Transportation will share their views and solicit your input. The discussion will support their ongoing work on the Research Report 905: Measuring the Effectiveness of Public Involvement in Transportation Planning and Project Development.
This webinar forum will provide transportation and public involvement professionals with the chance to learn about this important research and participate in the dialogue. The panel will also cover how repeated measurement can track an agency’s performance over time, demonstrating ongoing commitment to public involvement and increasing overall accountability in the transportation decision-making process.
The product of this research will be a field-validated and practitioner-ready toolkit to measure the effectiveness of a transportation agency’s public involvement activities on behalf of the Transportation Research Board’s National Cooperative Highway Research Program (NCHRP).

Jamille Robbins manages the Public Involvement Group as well as supervises public outreach for North Carolina Department of Transportation. He has more than 20 years of demonstrated experience in engineering, project management, supervision, public speaking, meeting facilitation and administration. Jamille also educates staff for conducting public hearings and provides public outreach resources and assistance to the Project Development and Environmental Analysis Unit, Transportation Program Management, the Rail Division, the fourteen Highway Divisions, and other units within North Carolina DOT.

Susan Howard is the Director of Public Involvement, Texas Department of Transportation, Transportation Planning & Programming (TPP) Division, in charge of the operations and staff responsible for facilitating public involvement and community outreach programs statewide. Prior to joining TxDOT, Susan owned a small public involvement consulting firm, working with multiple agencies and tribes across the Southwest, including Utah and Colorado DOTs, the Navajo Nation, and numerous local, county, state and federal groups including Federal Emergency Management Agency, and the Department of the Interior.
